Refuse Bin and Recycling Container Ordinance
Dublin City Council recently passed a new refuse bin and recycling container ordinance that will go into effect September 13, 2010. The new ordinance addresses situations where inside garage storage is not possible. Residents must be in compliance with the new ordinance that mandates 100 percent natural year-round opacity screening for outside storage of bins and containers as a last resort alternative, effective September 13, 2010. Fence and Swimming Pool Changes
The City of Dublin will change the process for obtaining fence permits. Beginning Sept., 1, 2010.
Swimming Pool Barriers
Residential Swimming Pools & Pool Barriers
Currently, the City of Dublin requires a separate fence permit for the required fences around swimming pools. After September 1, all details related to fences used as barriers to secure a swimming pool (commercial and residential) must now be included with the building permit application that is filed for the construction of the swimming pool. This means that applicants for a swimming pool permit will now be required to submit for the construction of the State of Ohio required a barrier for the pool as part of the pool permit. Pool contractors can still subcontract the construction of a fence to a fence contractor, but the barrier details must be included with the pool permit application. This will allow the City to ensure the barrier is properly constructed as part of the final occupancy inspection. As a result of this change, a separate Certificate of Zoning Plan Approval will no longer be required as a zoning review of the swimming pool barrier.
Other Fences
Certificate of Zoning Plan Approval (Commercial/Residential Fence)
Applications for a Certificate of Zoning Plan Approval will be required for commercial and residential fences not related to the construction of a swimming pool through Land Use and Long Planning. The application for the Certificate requires a scaled and dimensioned site plan showing the location and details of the proposed fence, similar to what is required now for patios and small decks. This certificate review will allow the City to ensure the fence meets the applicable development standards before construction and is properly installed prior to final inspection. As a result of this change, a separate building permit will not be required, unless the proposed fence exceeds six feet in height.
As always, make sure that you ensure that all deed restrictions and homeowner's association rules are followed.

Grass and Weed Ordinance
Code Enforcement would like to take the opportunity to remind all residents and business owners that the City will begin enforcement of the Grass & Weed Ordinance.
Enforcement activities run from March 1 thru October 30 and applies to grass or weeds exceeding six inches in height or maturing seeds thereon. If a violation is identified, a notice is forwarded to the property owner requiring the property be mowed within five (5) days. If the violation is not corrected within this time the City arranges for the property to be mowed by a contractor at the expense of the property owner.
Only one notice per season will be issued. Once the first notice has been sent, the property will continue to be monitored by Code Enforcement and any further violations will be mowed and the fees charged throughout the remainder of the growing season.
It is the responsibility of the property owner to mow and trim the area between the curb and sidewalk when maintaining their lawn, as required by City Code. Below is a photo depicting the section between the curb and sidewalk.

My Neighborhood Project “Walkabouts”
The My Neighborhood Project team is now scheduling neighborhood “Walkabouts” to investigate with residents the neighborhood issues that were identified during the interviews. The Walkabouts will be facilitated by the project team to provide an opportunity for residents to walk around and comment on their own neighborhoods. During the Walkabout, residents will be able to point to features on the ground that they consider important to their neighborhoods.
We would like to invite you on a My Neighborhood Project Walkabout, where we will explore your neighborhood together so you can show us what makes it such a great place to live, and perhaps what could make it even better. You may even learn some surprising things about your neighborhood. More »
